Inscription at bottom of portrait is in Spanish. Obervations by Jacobo de la Serna, visual inspection 9/2/2003. Xavier is the northern Spain spelling of that name. There is a credit line for the individual who funded the piece as a devotion. The artist was Juan Nep. Ruyes.
Text on reverse translated by Barbara Loste, The (sovereign) State of Durango declares Saitn Frances Xavier as the Apostle of the Indies and special protector in times of the calamities suffered during barbarian invasions. The government, in accordance to ecclesiastical authority, declares that December 3, or the following Sunday, as a day in which The Cathedral and local Churces will celebrate a solemn Mass, at which authorities and funtionaries will attend. Comments: Lic. Ochoa (Lic.="Licenciado", either a graduate from college or a lawyer Another sign of the lack of separation between Church and State PS, the "Indies" means rougly speaking, "The New World"
