Physical Description: Black leather suitcase which has green felt that lines both the lid and the body of the case. The case is filled with small vials, pipes, needles, a pressed marijuana leaf and "mug shots" each held in place with 3/8" black elastic fastened with thumb tacks. Suitcase was used to support drug abuse education presentations through the Spokane Police Department.
Description: During the Great Depression, Spokane narcotics squad chief William Burnett used this kit to demonstrate the hazards of narcotics to schoolchildren. When Spokane Falls organized its police department in 1881, officers faced cultural clashes between new settlers and American Indians, as well as gambling, prostitution and drugs associated with the North Idaho gold rush. Social reforms presented new regulations to enforce, including bootlegging (rum-running) and organized crime during Prohibition.
